He doesn't win. The two were still fighting and was going to continue soon enough once Silver learned how to do Chaos Control. It was a tie in the end.
Shadow doesn't win though, he actually gets stalemated by Silver. In fact, he's so fatigued from their fight that he has to use Chaos Control just to counter Silver's attack, and even then, that quickly becomes useless when Silver pulls out his own emerald.
Kevin Broderick how fun would that have been playing as shadow and being able to use chaos boost on silver. That'd be like battling sonic as silver, beyond easy.

Good lord. When this and the other rival battles get done in Project 06, they're probably going to be the most terrifying fights in the game. Vs Sonic: He'll most likely use his spindash, slide, running kick, and maybe even some gem moves, like the green tornado. Vs Shadow: Basically the same as this fight, Chaos Spear and boost, as well as the spinkick if you get close, but he might also Chaos Blast mid fight, and the Chaos Lance is explosive in P-06 so that being launched is now a bigger problem, and Shadow might Chaos Snap to replace the homing attack in the Boost state. Vs Silver: First off, he's faster now, so it'll be hard outrunning him. Second, he has a homing projectile that stuns things when hit by it. Third, the Teleport Dash will close the distance. And that's not even accounting the enhanced ESP mode or the psychic knife he has now.
But Silver didn't even technically lose. They were going to continue fighting even after Silver learned Chaos Control which made both Shadow and Silver even.
Shadow was too easy to beat just because the creater of the shadow allow silver to control chaos shadow in this form beside the fact that in this form shadow is invicible but okay it's just for the game to have less difficulty to continue the history of the game but pretty irritating 😅😅
