Zhukov had lost favor within Khruschevs administration and forced to retire in '57. By the missile crisis in 62' was basically powerless and had been retired for a couple years.

Actually in the Soviet Union, there was a huge alcoholism problem. If you ever watch the Chernobyl series on HBO, the vodka bottles in the show you see are famous for the fact that once you open them you can't close them because it was expected that the average Russian could finish a whole bottle of vodka in one sitting, and they often did. It would not have been unusual at all for someone to drink large amounts of vodka, and with everyone else drunk, I don't think anyone would look too closely at the clear drink in the glass bottle that a Russian general is drinking.
