Yes, but the Russian Empire and the Soviet Union were different regimes basically situated on mostly the same territory and in mostly a different time. Although the alliance between the Russian Empire and the United States was quite strong during the 1800’s, that it made the United States the top candidate for Russia to sell Alaska too.
