A great reaction choice! Al Murray, as others have mentioned, is a British comedian playing a character here called The Pub Landlord. A typical character you might meet running a British pub. He has done comedy tours as this character and had a TV comedy series too. Some of his other great clips include "All jobs are terrible", "Al Murray vs Americans", and "Why is it called Great Britain". What you might not notice from short clips is that he talks to his audience, learns their names, gets to know them, and brings this detail into the comedy later.

His knowledge is impressive, but there is a parlor trick aspect here. He gets to decide which shout outs he wants to answer, and surely he has better jokes for some nations than others. He could even have people shouting out some of them, out in the crowd. This is a filmed special after all, not just a random night at the comedy club.

Not all of the facts are correct (i.e. the division of the world between Spain and Portugal was done in a series of papal bulls and two treaties (1494 and 1529) not one and not in 1512, the popes involved were Alexander VI and Clement VII, the papal bull that he is referring to was that issued in 1506 by Julius II not Julius XII, in fact there have only been three popes who took the name Julius) but it is an impressive routine by Al.
