This is speculation but the counter effect mutations might be effective on pango because the pango changes its "troop type", to fit whatever is weak against the soldier type. Example being that carriers are weak to shooters, so on shooter pangolin day, the pangolin acts as carriers. This is speculation as well but i believe that's why Proatta, with all its shooter countering abilities, works so well against pangolin.
