If you remember at e3 2018 interview, the game director of the spiderman Said it was inspired by the batman Arkham series, and the team play alot of batman before they start developing spiderman... Who ever says the combat looks like arkham has autism its not based off of its between spiderman and batman come on and with spiderman there is waaay more options in the combat compared to batman
Its been confirmed that the combat isn't the same as batman cuz you actually have to get to your enemy and doge manually. Not just casually countering and mashing the attack to do combos. Theres a ton of button combos like pressing square+O will make spidey go under the enemy like in this trailer or X+O to do a long dodge.
