Ok so if people don't know, doing something like this in certain states is distributing the peace. It is a minor offense and anyone in the neighborhood could file and call the police on you for it. For property depending on how the road was designed being 30,35,50,75 width foot means will depend on where you can walk by but not break distribution of the peace. He was fine on the sidewalk but at a gas station is usually private property, which more than likely the station itself called on him. I've had cops called on me for doing my job in the field. As I need to slightly walk into their property to do my job, which I'm required to inform the person but many people don't answer their dam doors and I may not sit there knocking for an hour to get your ass outside to be aware I'm doing something. If a person is wearing a highviz they are wearing that to show their location even if they're trespassing legally for their job.
