As a no scoping E-Liter main lemme answer some of your questions -E-Liters and some other Weapons got a Speed Reduction because they're "heavy" Weapons -Snipers have a really low Sensitivity (in no scoping I have even less) to keep a steady Screen as the Hitbox is literally a Hair -Damage Ups are mostly in use of the bombs for close combat stuff or Bamboozlers -Don't worry on how you did for this E-Liter run, by personal experience I died alot too because I was too aggressive (E-Liter is the Passive Sniper while Bamboozler is the complete opposite etc.)

As a sniper, I'll say you don't always need that many damage ups. Ink save or recovery is important, especially for a E-Liter.
