Omega doesn't have a high m-count but has blood that can receive a high m-count transfer without degradation. However, SW showed in the Ahsoka series that a person without a high m-count, Sabine, can be trained to be a Jedi. High m-count individuals display force sensitivity and those are the ones they are using to test with Omega's blood.

I think Nala Se had secret experiments on how to make Force Sensitive clones (which would be both beneficial to science and very profitable) and she had several attempts until she made Omega who at minimum could accept transfusions of M Count blood and her blood become high M Count. And I think Emerie was one of those failed attempts, that's why she asked Nala Se if she was going to "cast them aside too" or whatever. And earlier in the season I believe Emerie mentioned Hemlock found her and saw potential in her

I think Omega may be Force Sensitive because they said Ventress was lying about something. But at minimum she could I believe become Force Sensitive with an injection of high M Count blood
