Cerebrates need a psionic link to the Overmind to reincarnate. With that link weakened (and the Psi Disrupter does exactly that) the Cerebrate reincarnation gets slowed down/avoided.
Just wondering, if the UED reported their success and apparently domination of Char and all the sector to Earth, what was the situation of Earth when Kerrigan wiped out the entire UED at the end of BW?

@@NCC-0000 Well Earth didnt really gave a shit about Koprulu sector since it was so far away and the reason Humans is in that sector is coz they deported a lots of criminals there long ago. So no it didnt really had any potential, coz Earth basically had no reason to send any more troops anymore, and they didnt cared about the ppls there.
