I don't think the main protagonists in this show are meant to have our sympathy. We laugh at how bizarre and out-of-touch they are. Sort of like Seinfeld or Beavis and Butthead. It's true that decidedly un-pc humor was in vogue at the time, but I think it's too easy to just look back and lump it all together. A show like this is so cartoonish and over-the-top that it seems to be parodying other shows of the time. Compared to the average sitcom with a laugh track, it's much more aware of itself. Many serious attempts of '90s TV to deal with disabilities have aged more poorly because they got so much wrong and came off as condescending. But to each their own.
