In fact, years ago, Best Buy got ordered by the CHP to paint the doors of their "Geek Squad" Volkswagen Beetles (with their black and white police themed paint job) black because the black with white doors scheme violated the Vehicle Code. (They did let them keep the roofs white though.) And yes, all non-emergency vehicles here can only have flashing amber lights. Agreed. There wasn't enough to charge him with impersonating a police officer. He's not wearing a police uniform, he didn't identify himself as a police officer, and when asked didn't say he was. He didn't activate any lights and "pull someone over", and what he did with the motorist wouldn't be classified as a detention. I agree, he takes it right to the edge.
