Dave you are supposed to fill the bowl, you then place the bag of water in the water bowl. The water temperatures will then slowly acclimate. You then out the fish in the bowl once the temperatures have become equal in both waters

Leave the fish in the bag and put the bag in the water for 15 to 30 mins so water temp of water in bag raises or lowers to water in bowl quick temperature change up or down will put you fish's body in shock higher chance of dying

Next time, so everyone knows, full a bowl with water and place the unopened bag in the bowl and let both equalize to room temperature. After an hour or two, out the fish in the bowl. It's to not shock, and kill, the fish.
