It was a Special Move. Retsu, Gen, and Mike never had one, but guys like Birdie, Geki, Lee, Sagat, Adon, Eagle, and Joe had a special move. If you are unfamiliar of Joe's his is when he jumps up and does a spinning back kick while saying, POWER! Edit: Geki's is his NINJA VANISH!

@@Tomzaum19 As someone who has played a lot of Street Fighter Plus Plus matches, the only four special inputs in the entire game are Hadouken, Shoryuken, Tatsumaki, and Tiger Shot. The rest are all normals of some kind, or in the case of Geki's teleport, a block.
