Not normally one for rap/hip-hop... but if I heard this when checking out the characters, I think it'd have the same effect on me as messing with the settings in Doom (2016) on first load and hearing those drums fade in. Just kinda have to stop and listen to the damn music.. in the most mundane of places.

I disagree, Tekken use more techno osts. This fits really well to SF. I recommend you the KOF Neowave character select theme. In Capcom fighting jam, cap vs snk2 there are also hip hop tracks in use.

Game devs be like "of course modern games have timers on the character select screen, video games are for obeying arbitrary rules and guidelines not for having fun."
The timer was used in arcades so that players wouldn't be wasting people's times who were waiting in the queue. Keeping them for online matches makes sense so as not to waste player's time. It wouldn't make sense however to keep it for offline play, if that's what you're referring to. I don't remember if it did that.
