Not gonna lie, this was one of my favorite tracks from that album. I think the build up was actually quite great and enhanced Balrog's theme, plus it's Yuzo Koshiro's take on it, it couldn't have been bad.
Think of itstarting with him getting knocked down, and the rest his him building his way up to his superform after getting back up

This theme makes more sense now. Since Vegas is now very heavily electronic music oriented. A lot of huge Trance and house DJs have residencies in most of the major clubs. A trance or house theme for him nowadays makes perfect sense
To anyone who has seen any given Rocky movie, the first five minutes is like the first 14 rounds. When Balrog's actual theme finally kicks in and "FINAL ROUND, FIGHT!" comes up, it's the 15th, and you know it's most definitely ON. Not jumping into the actual theme immediately and building up to it makes the moment it does happen so much more monumental.

Why Did They Decided It So? Your Guess Is As Good As Mine.

I don't really like this music style, but I have to confess that IMO this is the best Boxer song/cover ever made. So, congrats. Just missing the second part of Boxer melody. I would be very happy if you decided to extend the song some minutes more to include it for a final rush! :)
They switched the names for the overseas versions. They (probably Capcom USA) were scared of the boxer Mike Tyson suing them over the name M Bison, so they switched them round. Also Vega is a word in Spanish. To be honest I actually prefer the western version, Vega just sounds better for "claw" and M Bison (who is sometimes mentioned as Master Bison) just has that warlord sound to go with the "dictator".
