Here's a quick tutorial to give you control over your base lights via hotkey. I found that the interior lights were causing some annoying holos in my HMD, and I felt they just detracted from the beauty of the game at night. This will allow you to enable interior lights even if your base doesn't have power, so consider it a cheat. Also note that you can change the hotkey to whatever you want.
You will be modifying a core game file, so make a backup of both your saved game and the file we are modifying. I make no guarantee that this will work for you, do this at your own risk.
Here's the code for quick copy and pasting, feel free to use the hotkey of your choice (I chose F7):
