It has been already demonstrated that we could send an army of robots to construct such a surface. To be honest, it would just have to be dust free and level to accept ships that will not be returning to orbit at first. I think early on it is more likely that we will have a space station orbiting mars to house remote operators. We already have equipment that is down on the surface doing the work to pave the way for a manned landing. Imagine how much more could be done if you were able to interface real time (with minimal delay) with these machines and make those decisions on what to task these machines with next that quickly. We are still decades away from putting human feet on the planet, and maybe years away from being able to travel to mars and back. A lot of infrastructure needs to be built and sent up yet. We will see moon orbits long before we see a mars orbit and return.

If they are stout enough to land on Earth they are definitely stout enough to land on Moon or Mars, surface gravity is less so the lander weighs less you see, the legs don't have to take as much load. They do however have rather small footprint and short travel, so probably bad idea to land with these on anything other than a nice smooth concrete landing platform.

Define the near future. Rockets as technology are almost as old as aircraft and there were 39 million passenger flights in 2019 and only 180 successful rocket launches to orbit in 2022, a record year for space, only 10 were manned. The amount of fuel used will set price quite high no matter how advanced technology gets. It is like purchasing Boeing 747 flight for yourself and a bunch of friends exclusively.
