I mean...it has a semi-official release. It's free as a download from NPR. They commissioned it for a story. No single or vinyl pressing, but at least we have a good release of this, as opposed to Majesty Snowbird.

The Illinois/Avalanche/Songs For Christmas era is IMO, his greatest era. Listening back to this and Majesty Snowbird is like realizing Penny Lane and Strawberry Fields Forever aren’t even on Sgt. There is a spoken story that goes with this song. Do you know where to find it? The idea was that sufjan was given the story then wrote the song in response to it. It used to be on RU-vid but can no longer find it.
