For the linen underwear, you might consider finding a vintage bathing suit pattern because back in the 70’s all the bathing suits I had were made from non stretch fabric.

I tried swimwear this summer too! I made some of the edgewater patterns, and their bottoms are (almost?) all reversible, so if you do put elastic in, it doesn't show!
If you search for vintage underwear patterns, they were often made with woven fabrics, there's a lovely 1930s set I've seen floating around, etsy has lots too :)
There is a pantie kit here in the UK which uses woven fabric, but cut on the bias to help reduce the bagginess. I can't for the life of me remember the company's name though 🙄 I hope that's enough information to at least provide you with a starting point!
For woven undies, Measure Twice Cut Once has multiple patterns named after Jane Austin characters. I’ve never tried them, but maybe that’s a good starting point? Good luck!
