@@DigiRangerScott No. I think they mean that Winn doesn't have his original memories, he has his altered memories from Earth Prime's history, which apparently, the same events play that Winn still goes to the future. A lot of Supergirl characters have altered memories, not their original ones from Earth-38. J'onn restored Winn's former memories and showed him all of the events he missed with his powers. But I do question what else was changed from Earth-38's timeline in Earth Prime's timeline. But many characters should still have their altered memories like Cat Grant, Mon-El, etc and not many of the same events played out, they were heavily altered.

CW still does not have the rights to "Justice League, Hall of Justice and Watch Tower" they were said they could use HoJ in this episode but everything else is still off the table and is why they call it "Tower" and not Watch Tower which is under the JL rights. Smallville used it (Watch Tower) and it cause big problems under the owner/creator contracts.
