Victim Smith stated several times this weekend, Reginald Kelly had been harassing her. Smith stated on 5/3 /2024, Kelly chased her to a friend's truck. Smith stated that since Friday, Kelly told her he saw her name on his paperwork for his attempted murder case and he would kill her. Smith stated she has a witnesses but only one named "Grant" would speak with officers. Today, Kelly stuck his head out the window and yelled at Smith that he was going to kill her because she told the cops he shot Tommy. Smith stated other people told her he is just playing with her but he chases or yells at her every time they see each other outside. Smith stated she wanted a protection order and she was trying her best to leave out the apartment complex as soon as she can. spoke with several people that know Kelly and Smith and they stated they do not know what happened between them. Kelly was located sitting outside of apartment 205C, talking to someone on a tablet. Kelly stated at first he only told Smith that he knew she was on his paperwork. Kelly was placed into handcuffs which were checked for fit. At the patrol vehicle, Kelly change his story and stated he did not speak with Smith, but he was talking to his "girl" about not being around Smith since she told the police on him. Kelly stated he is trying to do right so he could be back in his life. Kelly is also trespassed from 205C, by his mother E. Hughes. When Kelly heard he was being transported to PCRDF and not a given a citation to be released. Kelly began saying his chest was hurting and he could not breathe. Kelly then "passes out" as requested EMS to the scene. Upon EMS arrival, Kelly "woke up" to tell them he swallowed pills before getting arrested. Kelly was taken to Unity to get treatment. Upon arrival and PCRDF, Kelly did the same thing with the staff. Kelly was later released and transported to PCRDF. Statement form was placed into the shift folder. Nothing further.
