It doesn't happen much in real life because the risk of the hostage letting hurt or killed, its only used in dire situation hen you don't have much time because an explosive vehicle was on fire
Thats because its 2 different comm links. One for his team, the other for command. Its how you keep channels from being cluttered. You cant function when every team is talking over each other on comms, so each team has their own channel. The button is a switch that temporarily changes his comm channel to communicate with command instead of his team. Its not the same thing you see on regular patrol officers who carry their radio mic on the shoulder. Tactical teams have voice activated comms through a headset because they need to communicate while ALWAYS having their hands free for tactical use.

I can't help but wonder. I used to work graveyard shift for convenience stores. Fuel deliveries came during my shift. After watching the driver "stick the tanks", using a measuring stick to check how much fuel was in the underground tanks, the driver would set up. The hoses were on shelves on the side of the tanker. None of the hoses were ever connected directly to the tank until it was time to deliver the load. Apparently, in California, they have a hose connected to the tank before the truck arrives to deliver the load. As we see here, that can be fairly dangerous!
