When you use a health stim you should always proc endure pain just before as it gives bonus percentage hp and health stims heal you on hp percentage, so it will heal more. Also it will put Endure pain on CD so you'll maybe be able to use it more then once in the fight.
Depends on the match, if you're first to get targeted sometimes you won't even live for 20 seconds. In that case its better to use endure pain late because then the fake health is still active increasing the amount of health the enemies need to burn through to kill. Whereas if it falls off all the fake health goes away and its not as much health to burn through
