Keep an eye on the SSR, there is no heatsink on it except for the bit of sheetmetal and in my experience they can get pretty hot. Especially when they are switching mains voltage through a PID controller.
No, there is no control. The variation in pitch you hear is the "power supply" struggling to supply 12V when the plates are energised. It's a very basic system! Anyone who purchases one of these will be using it for electronics work so they're going to know how to properly earth it FFS! There are chinese products much worse than that readily available online. Dodgy usb chargers for example.
There are regulations for a reason. I know someone personally who wasn’t aware of the issue and was using it anyways. What about them? We wait for them to be shocked?
I work in an industry which for years had “grandfather rights” to not earth equipment. Now they are having to earth each and every piece, due to an accident. Those who fail to plan, plan to fail. Hence the regulations :)
Someone with an air flow meter should measure the Noctua fans; there are rumors that they run undervolted and thats where 99% of the noise reduction originates.
