Make somebody out means understanding or recognizing somebody through some difficulty. Imagine it was dark and there were lots of people and you couldn't find 'Kamal'. You can say I couldn't make you out in the dark with so many people there. But if you couldn't recognize Kamal because he had changed, it's best to say 'I couldn't recognize you.'
