You're exactly right. low income or even senior housing. I often feel that way about all the Mega Malls that have gone the way of the dinosaurs. They could have even used Malls for stadiums instead of booting residents to the streets and claiming their homes.
This is a based activity, these artists are calling attention to derelict properties in multimillion dollar neighborhoods while people starve on the streets. Meanwhile the landlord is able to leverage his wealth and flee his responsibility, not even named in this report but the artists give full interviews.
