I heard theres a lot of legends about kitsune shapeshift into humans for good or for evil. Since Tails is smart and has two tails,he must've been based off this story

Why has Tail's amount of flight gotten less over the years? Also, why isn't Tail's flying mechanic still hitting the jump button over and over to control heights?
