Normal Gouki/Akuma is playable without cheats, but you have to do a code to unlock him. Shin Gouki is playable only with cheats (at least in the arcade version).
Yeah, selecting characters and hold for 3 sec on each, then when you reach Ryu, all buttons or all 3 punch buttons plus start to unlock Akuma, to make permanent Akuma playable is another code process

You obviously don't really know what's tool assisted as SF4 doesn't relate to it. TAS is done using emulator save-states and frame slow-down, so everything is pixel-perfect and you will be able to see what the AI is doing exactly so you can counter it ahead of time.
i also find the game to be more "colored" here you have some nice life bars while in 3rd strike is just a yellow simple bar, also the after-winning screens with characters beaten up.

I'm, insanely late but, kicks usually don't do as much stun as punches, tatsumakis are meant to have multiple hits, in turn there isn't much damage being done with one hit. Also due to how many hits he got in a combo, the damage percentage goes down, no damage = no stun generally.

As for whether it is a cheat or not, yes as it allows for humanly impossible inputs, and no as the creator still has to program everything, every single input the tool replicates. In short, it allows one to do what is theoretically possible but humanly impossible, being only limited by the system and the creator's own creativity.
