Probably not. Looked up documentation on this instrument. It's a TCAS/TAS and WX system, the screen we're looking at is the "Stby" mode. Use of the operating mode button will switch it from standby to operating.

+David lear I think that is possible, if you dont have the APU unit, you can use the generator.

You can and since the PT6 uses a starter generator it is impossible to use the generator while starting anyways. GPU is preferred to save the battery and reduce the risk of a hot start due to low Ng with a weak battery. Generator cross starts are usually done with multi engine aircraft.
