The state of Louisiana closed many of the mental facilities beginning in the early 80s, and by the late 2000s, most state run facilities were closed. Thank Bobby Jindal. This man won't be released, but there is a shortage of mental health care in Louisiana and more so in the criminal justice system. So he won't get the help he needs. Where are all those mental people now? Next door, under a overpass, in jail, or killing the living?
