He could be talking about friends or relatives who did jail time.Not all troubles crimes are unsolved. Many IRA members did serve time for bombs,

You do realise the conflict was highly complex and multifaceted, a war within which many were victims of loyalist paramilitaries too which is a facet hardly ever mentioned by a southerner, its always ira ira ira
