US Naval ships do not follow these rules as shown by collisions with shipping vessels in the past. The US Government is making this look like a closer near miss than actual. The real provocation was the US war ship being there in the first place. We all know that if China had ships that close to the continental US we would scream bloody murder. While the US is asking for help from China concerning medications, it seems that perhaps a more understanding approach would be most beneficial. We did nothing when China invaded Tibet. China now has massive mining and the absolute best place for Nuclear silos. Their nuclear weapons can strike first even if another country launches from their silos first. Let us not forget, Truman gave the order to nuke parts of China during the N. Korean War. Fortunately the commander given the order refused to follow Truman's command.

According to the rules of the road at sea the ship on your right, starboard side, has the right of way. The US ship was on the starboard side of the Chinese ship and therefore had the right of way. Makes the Chinese navy officer in charge look really stupid.
