Is it acceptable to use this method to test all ICs/microcontrollers with a DMM instead of oscilloscope ?

Not always Sometimes DMMs gives incorrect readings, especially when testing high frequency signals.. But as a preliminary check I use DMMs

DMMs work pretty well when we want just to confirm whether pulse is there or not. To examine deeper, we will definitley need a scope, especially when we need to see exactly what the waveform looks like. I'm not sure about laptops, but to check high frequency pulse of any smps, a regular multimeter with a broad range of frequency will do perfectly.

You are welcome No it must be at 32.768 KHz Any higher or lower frequency will cause the motherboard to not POST

What about if we have that 32.768khz but with a pretty much a square wave at X1 and saw wave at X2. It supposed to hava sine wave both.

Yes you are right This is only a preliminary check to see if it does work or not, but if you have doubts it isn't working properly or generating the right waveform shape then you need a Oscilloscope

Can a faulty crystal make a motherboard stuck in boot loop?
