You could execute if entity @e[type=witch,distance=••1] Then change the other execute if entity command to a execute at this will make it so if you chuck an apple near a witch it will run not only if their is an apple on the ground

I found a working way to easily get a wither skeleton skull. When you charge a creeper with a channeling trident in a thunder storm, get a wither skeleton. So when the creeper blows up, it also blows up the skeleton, making it drop the skull every single time. :)
