I am pretty sure the reason why infested stone turns to skulk veins cuz there is a mob(silverfish) in it,so to keep them still in there block,it turns into a skulk vein.This is also helpfull though if you want to live in a mountain biome,you can use skulk catylest to find out which block is infested or not infested
