The last thing Biden wants to do is give an order that won't be followed, especially to stop something that the vast majority of Americans are favor of. Let me ask you this, what do you think would happen if the Texas national guard says "no" to be federalized? How do you think that ends? This is not like the 60's, where troops were enforcing laws already on the books, this entire situation is because the Federal government refuses to obey laws already on the book. It honestly should have never gotten to this point. However, escalation at this point won't bring a win for Biden, it will only show how little power he really has.
