He was just explaining what was gonna be going on at his party. Bill was even saying "candy and costumes, can't go wrong with that!" like it's one of his favorite holidays.

I mean he was born and raised in West Virginia and then spent some time in Florida during his college years.. but I didn't know about it for the longest time myself, until I watched an interview with him a year or so back.
