The way to fix the fumble out of bounds imo. Make all fumbles out of bounds a penalty 10 yards from the spot. Fumbles out of the back of the endzone should change possession still.

As a chiefs fan I agree. The Mecole Hardman fumble through the goal line last season against the bills sucked, but the odds of that happening are so slim that I agree with the rule

Old guy here. I agree with the fumble out of end zone, it seems weird that the team gets punished for losing it in the EZ. I would like to see it made more impartial. Also, more definition on that roughing the passer penalty. Good list.

I don't know how this would work technologically, but I would like to see a tracking device to help spot the ball. There are way too many plays where the ref's spot looks like it was a yard or more off from where the defender actually went down/out. The tracking device would need to be synchronized with the video so that you can determine the position at the moment the video shows the ball carrier is down/out. The spot would only be challengeable a limited number of times. The ball isn't round though, so determining the position of the front edge of the ball would be tricky, but not impossible.

Legalize holding. Period. It is called so poorly that it amounts to the ref deciding every game.

Have a few automatic first down penalties makes sense in certain scenarios. Without it the defense could use it to their advantage on something like a 3rd and 12 play. If a DB or something gets burned they could just hold to stop the player and then it's 3rd and 7 again...and they could literally do the same thing on the next play and it would STILL be 3rd down for the offense

Fumble out of the end zone rule is actually one of the best rules the NFL has. I like your idea of - if a fumble by an offensive player occurs and it goes out of bounds, it’s a turn over. That’d be cool. Defense holding is a horrible rule. Just make it a 5 yard penalty without the automatic 1st down. OT rule should be simple. Play a set amount of time (15, 10, 7, whatever) and just play the time. It doesn’t matter who scores first or anything. Teams just play the time through to the end and the game ends no matter what at that point. Ex. both teams scored two tds in OT, time expires, the game ends in a tie. Totally down with that.

I like these changes. Don’t know if I missed it or not but all penalties should be reviewable.

If you change to a "fumble out anywhere turnover" it would be a nightmare, and it's very easy to see. It's solving the exception by changing the part that people don't think is a problem. Literally, it would be (more) consistent. But the real problem isn't the consistency, it's how bad the penalty is in those few cases. You're ignoring just how much people fumble out of bounds normally. You would be increasing the number of turnovers by more than an order of magnitude. Literally, I suspect players fumble forwards or backwards easily 10 times more often from inbounds to inbounds. If that wasn't enough, you're ignoring just how much of a mess this is. It's not just that the fumble out of bounds happens so much more often, it's that the NFL only cares about fumbling out of bounds in the rare "out of the endzone into the endzone" scenario. They get to ignore fumbles in bounds because it would almost always be a stat change and nothing else. Just think of how long the NFL spends staring at once fumble. So you're greatly increasing the number of ref judgment call/replay required turnovers in order to add a rule which makes every fumble subject to a rule as bad as the rule that only rarely applies. This is a terrible idea.

12 men on the field, when one is heading out. If receivers have to “make a football move” which has to be judged, you can easily judge the football move of heading to the sideline.

How about eliminating "offensive lineman down field" ... I've never understood or heard a reasonable explanation for why it exists.
@tristans_

So you can’t run linemen screens. Would be extremely unfair. Same reason you have ineligible receivers based on how you lineup. These rules actually favor defenses as well to help them read offenses. If a guy is lined up ineligible and a defensive player recognizes it then they can adjust to not factor that player. It’s why technically a tight end can be a lineman and a receiver as long as he is lined up behind the los or the last player on the los on his respective side. The actual linemen though have to be lined up on the los and its an illegal formation penalty if they aren’t lined up correctly.

Zooming out a bit, the bigger problem besides the "rules" is the officiating of those rules. I don't have a problem with the normal, classical refs being out there. But, how about upgrade the camera system even MORE (isn't the NFL rich?), and have a team 5, 7, 9, 22? I don't know how many, but lots of "sky judges," that can easily overrule mistakes. Not saying they won't make mistakes -- but it should cut down on mistakes.

Reduce the number of holding calls on the O-Line. All these little holding calls are slowing the game too much. Now, if a Tackle picks up an Edge Rusher and buries him headfirst 2 feet into the ground, than that should be a 10 yd penalty.

If you fumble the ball you lose possesion. It should be like in other sports (Rugby, Basketball) if you lose possesion and the ball gets out of bounces it changes the possesion.

Two problems with almost this whole list. It makes sense. How does this help drive the average ppg to 100?

Well how about this roughing issue....against the punter (or I guess kicker would apply also). Don't touch the guy kicking the ball!!! Or get penalized. Isn't that essentially what the NFL is saying? Welllllll unless you touch the ball too....then go ahead a kill that m'fer!!! LOL! This is what happened to Ryan Stounhouse last year, that dude's leg got brutalized. And it seems like it was preventable with a more player safety friendly modern NFL...but I haven't heard anyone say anything about this situation....kickers truly get no love 😂

To the fumble in the end zone, I see as this. A fumble out of bounds anywhere else on the field without a change in possession stays with the offense at the point of the fumble. If an offensive player intentionally attempts to move the ball of out bounds to keep a defensive player from getting the ball, it’s a turnover to the defense. If the ball fumbles forward even into the end zone and is recovered by the offense, the ball will be placed at the spot of the fumble. If an offensive player pushes the ball out of bounds on purpose into the end zone on a fumble, it’s treated like a safety and the fumbling team must now punt to the other team

No penalty should be greater than the 15 yd Personal Foul penalty.....so, max DPI would be 15 yds. On DPI a little ticky-tacky foul gets 50 yds, which is insanely stupid.

I think a timer on replays or challenges is needed. That's the rule I'd change. 6min replays are dumb

My Spicy rule change that would never happen: If a defensive player is in active physical contact with the passer at the time the ball leaves their hands, then an incomplete pass is treated as a sack. Reason: No more QBs, in the process of being sacked, getting away with it by throwing the ball at some ones feet or across the line of scrimmage. If you want to throw the ball away, you've gotta remained untouched during the throwing motion.

I like that idea. My idea was to get rid of the intentional grounding penalty but make incomplete passes result in the ball being spotted from where the QB threw it. Your idea is better.

What the NFL should do is penalize teams who's coaches are caught on video telling his player to fake an injury to save a timeout. It's cheating, taking advantage of player safety rules, to gain a competitive advantage over the other team. Bengals and Vikings were caught on video, no repercussions. Should be loss off draft pick.

Change illegal contact penalty to 10 yards instead of 5 so the coverage can cook better. I don't care if people who would be happy with NFL games ending with NBA like scores don't like it.
