Idk. R* won't make it like modders do tho. I have R.D.E and a Zombie mod in my version of GTA 5 story mode. I don't ever think R* will add it online. If R* does it will be in a event like assault on cayo perico only .
Gta needs something like undead redemption in rdr. All Los Santos should be in ruin, and you should find places in Blaine County that are like survivor homes, forts, communities, and even enemy tribes like in the walking dead. Using the arena war scrap cars as kinda "apocalypse" vehicles and even scrap guns that shoot different ammunition types like spears, crossbows, regular bows, and even knife launchers Besides that, the military base should be in absolute shambles and having opportunities to find rare guns, vehicles, and even armor/outfits. Looting places like the mall on Grove Street or maze bank tower would get you valuable items to help get into places like the IAA/FIB buildings to find the cure and cause of the virus causing the apocalypse. IAA and FIB clues in their appropriate buildings, taking you on a goose chase around the map to locations such as the top of Mount chiliad, LSIA, Fort Zancudo, stab city, the cannibal camp, and the Humain labs. Coming across various of our beloved story mode characters along the way, such as Trevor, Lamar, Franklin, Jimmy, and Lester. Doing missions for them to help find Michael, Amanda, and Tracy. Other characters found in online mode, such as Vincent, Dax, and Bruce, can be found around the map fighting hordes and requiring your help and paying you back in ammunition, weapons, cars and even drugs to keep you going. Just a thought. Isn't my whole idea but I'd love to see this entire idea play out
