10/08/2023 - after trying all of these troubleshooting steps available online without any success. I was able to fix it by resetting my laptop. Keeping my files (uploaded to OneDrive) but deleting all of the apps. Fyi for those people experiencing no luck till now.

Go to Windows Settings > Local Apps > Find Office. There will be 2 of them, one of which has a command to repair itself 🎉

My cmd is affected by the same error too...how do i go pass that? The region was already correct but cmd is not working at all because of this 0xc0000142. Help?

@@LearnTECH1 I have my friend. It just comes up the same way. Error code and even tried powershell and that one goes the same. Tried run new task in taskbar but none of them work.

well... if im the one developing the app and it has this error, something aint right lol i tried to work with dlls, thinking it was easy. just write some function, make a dll with the compiler and link in in another program... well, its not dat easy lmao

I was able to fix mine by re enabling some of the windows services I had disabled in \Run->\MSCONFIG in hopes to get better performance LOL Either way, these is kind of a generic error that can pop up for a variety of reasons, easiest sure way to fix it if you're clue less as to what is causing it is to simply do a fresh windows install. (You likely already fixed it by now but just leaving this here for other people)
