The Benefits of Paid Sick Leave for Workers, Employers, and Pretty Much Everybody

Maybe the person working near you, the one who dragged himself to work and is now coughing and sneezing, couldn't afford to stay home. Each week about 1.5 million Americans without paid sick leave go to work despite feeling ill. At least half of employees of restaurants and hospitals - two settings where disease is easily spread - go to work when they have a cold or the flu, according to a recent poll.
To address that issue, Chipotle began offering paid sick leave to all its employees in the United States this year. The restaurant chain is hoping to reduce the spread of infectious disease - like the norovirus outbreaks traced to its restaurants last year and earlier this year. Though many other industrialized countries already require employers to offer paid sick leave to all employees, the United States does not. Shocked you are, I know.
That's the topic of this week's Healthcare Triage.

Unlikely. Not only have unions outlived their usefulness, now causing more harm than good in many industries, with the ever growing size of government, unions will become even more redundant. Unions used to stand for: mandated weekends and holidays, the 8 hour work-day, minimum wage, benefits such as healthcare. The federal government has taken over all of those things and cemented them into law. Why join a union and pay dues if you can simply elect a populist politician and pay taxes? Laws trump collective bargaining agreements.

Joel James Wage theft, lack of universal paid parental leave (disproportionately affecting women since women give birth, thus disproportionately keeping women from advancing in their careers), and the minimum wage's abject failure to keep pace with inflation mean that unions are just as important now as they ever were. Not all employers follow the law, and not all of the laws that we need to protect workers exist.

Joel James I live in a country with good (look, okay) unions. I was almost bullied out of a job last year - union was there. Company wanted to put us immediately on leave without pay while there is no work (due to COVID19) - union stopped that. Our union is responsible for pay rises, good working conditions, PAID SICK LEAVE (2 weeks per year). PAID holiday leave (5-7 weeks per year). And so much more.

In academia we're paid with a stipend, not by the hour. So technically, we can stay home if we're sick and we'd still be paid. However, at my university, everyone would still come into work while sick. Then the entire department would get sick and still people would continue to come in and work. Work culture runs deep.

I work in a hospital. We work when we're sick, not because of a lack of PTO, but because if we call in, we're essentially leaving our unit shortstaffed. The problem with healthcare is that there aren't any insurances against such low staffing. Me coming in when I'm sick is the difference between my coworkers having 8 patients apiece versus 12. If there were mandatory staffing ratios and maybe something like a float/on call pool, it would be easier for people to take off.
@NickGreyden
@NickGreyden 7 лет назад
Yet another reason this is complicated. While my work doesn't have paid leave, they do have a very generous point system for absenteeism and staffing & overtime budgeted to cover missing workers. They put a lot of pressure on people to show up a couple of years ago and it bit them when the whole place just about shut down in the winter with a mass flu outbreak.
@Eris-_
@Eris-_ 7 лет назад
Browncoat4Life711 You should totally look into getting staffing ratios from your state nursing board. And you should realize your employer has those options: there are several ways to cover call offs, and it's your employer's responsibility to handle it, not the employees'. You are doing a disservice to yourself and your fellow staff to let your employer pocket money that could be used for call off coverage.

The place I work for has over 5000 employees. Its so big, that its office personnell has its own building miles away from where I work. Because of HCAHPS, we're losing money to the point that we weren't given raises this year like we usually do. They're not going to open the budget for something to keep staffing proper on the floors, especially since they already altered staffing ratios to where the nurses have to take 6 acute patients apiece. I start nursing school in January and work full time currently. I don't have the time, the energy, or the high standing to get anything changed, and I'm not a fan of being told that I'm at fault for this continuing.

I live in the UK and I used to work at a mcdonald's, where although everyone had sick pay, nobody knew how to receive it - taking time of work just meant you didn't get paid for the hours you were scheduled to work but didn't. everyone who got sick only took as many days off as they could afford and then went straight back to work, even if they hadn't fully recovered. it was normal for people who had flu to be serving and preparing food and none of the managers seemed to mind. I really think sick leave should be compulsory for people who work with food.

In a lot of service industry jobs, even if you have sick pay doesn't always mean you can get the time off. I and several of my coworkers have had to remain at work or come in to work despite being ill and having sick pay, because no one else could cover their shifts. A lot of places just don't have enough employees to cover people calling in sick. So while sick pay definitely helps, there's still a problem with employers granting the time off.

What a superb article! I can't tell you how true this is. Although on some jobs I had flexible schedules so that I could make up time if it wasn't for my paid sick leave I would not have been able to work as long as I did. I bronchitis almost monthly and the people I worked with were forgiving, but other people in the building wish I was home. I did spend a few years unemployed and sick. I am on SSD now. Yay!

Most of that restaurant stat is due to lack of insurance. Hospital workers, on the other hand, tend to have insurance, however, it's much harder to take off time for at least nurses and nursing assistants--they are actively discouraged to take any unscheduled time off by supervisors, are required to get a doctor's note to have any sick time off excused, and are required to give notice at least several hours in advance if they do call off a shift.

I work in a Children's Hospital... we get paid sick leave. I can have up to 200 SL hours saved up, but I'm only allowed 3 sick days a year. So on the fourth time I get sick (or injured) I must go to work sick. The only other option is for those who get FMLA (Family Medical Leave) from a doctor for an on going condition. I am rarely sick, but my coworkers are often working while having the flu or another respiratory issue. I wish they would think of the patients first and at least excuse absences with a doctor's note.

Can there be a study to find if people in the upper percentages of income have the ability to see second and third order effects, because it seems like basic human decency and logic to keep the sickness away from the healthy, but it feels like we have to prove time and time again that the stock holders will get a return before health has any kind of priority.

Paused at 0:51, so I'm not sure if this is addressed yet in the video... One of the biggest reasons that I've encountered in my work experience for discouraging sick leave is that many service industry jobs run a pretty tight staff. That is to say employers try to maximize efficiency in such a way that there are *just barely* enough employees working at any given time to handle the work load - and a huge emphasis on "just barely". When only a single person calls in sick, it puts a huge strain on the rest of the employees. Increasing the staffing in order to account for people taking time off would impact the cost of running the business. In the case of a big company like a chain store or restaurant, or a cell phone service provider, I can't imagine this having a huge impact on the bottom line; but for something smaller or more competitive, spending the extra money on employees means charging a steeper price for your services in the competitive market, and that doesn't work very well.

In Japan, they may have paid sick leave, but there is a work culture which makes it difficult to take time off. The difference is that they also have a culture of wearing masks when sick, which help prevent transmission. If we adopted mandatory paid sick leave and a culture of wearing masks when sick, this would help, I believe.

This one bugs me because I feel like this does not do a great job of separating "giving paid sick leave" and "People showing up to work while sick", as giving people paid sick leave does not making so no one every shows up sick. I feel like there was not an apples to apples, benefits to costs ratio. I am not saying I don't thing sick leave is a good thing, just that this video was not up to it's normal high level of excellence. Questions i would like to know- In the same industry, how many days of work are missed from reported illness from employers with and without sick leave? The best result would be that less days off are taken because people don't spread illness as much, but I doubt it. Also, how much of sick leave is taken just to take a day off rather then a sick day? How many times do people work while sick with and without sick leave? And how much does working while sick hurt productivity? Ei, Does giving sick leave reduce people work while sick by 10%, 50%, 90% and when working while sick, are they 50% as productivity, 90% as productivity, ect. Finally, I think parental work leave and child sick days should be covered by the government, not companies, as force companies to do it, effectively increase the cost to hire women and family people over men and single people. Ei, if you force companies to pay for 6 months maternity leave and a company plans to hire someone for the next 10 years, and they have a 25 year old man and woman, the company know they are like to lose the woman for a year while still having to pay for her, literally costing the company 10%. This makes men more valuable to companies then women and supports the pay gap. Taxing everyone and having that tax pay for any parental work leave and child sick days removes that incentive from employers.

If I miss more than 8.75 days over a calendar year, even with a DRs note, I'd lose my job. Any tardiness is also included in this count, anything over 2 minutes late counts as .25 of a day. It is unjust for employers to have business that do not allow paid sick days. If one sick person gets the whole business sick it will just be a huge, sick mess. Business owners should implement, if they do not already have this already. It allows workers who are living paycheck to paycheck a source of income even if they are too sick to work. That is not giving out free money as some would say because they would be at work if they were strong enough and anyone living like that hates to miss work because that means they are getting set back. Actually having paid sick leave would give these people and many others peace of mind when they are down for a day because they know they don't have to worry about money, just themselves.

Each week, about 1.5 million Americans that are not given paid sick days go to work while feeling sick. Half of employees at restaurants and hospitals go to work while seeking, this can reek havoc because of the setting they are in. These people that are sick and going to work are spreading diseases in food and giving them to customers or are dealing with patients that are more prone to illness. I think that what chipotle did to help prevent a disease from spreading was smart, they did it because of rumors that were spread about their own restaurant and illness the following year from this.I find it to be disheartening that our first world country is not able to offer paid maternity leave or paid sick leave. I do not think its fair that the because workers are only given a certain amount of sick days, after this, they are required to get FMLA. I also found it sad that families with cannot afford time off (and unpaid) so they are more likely to not have many paid sick leave days. I found the data 65% if families with incomes below $35,000 had no paid sick leave. I do not think this is fair, this because these families have young kids, and usually when one, or both, of the parents, are sick the children are more likely to get sick as well. This means that these sick children are forced to go off to school, sick because their parents can not get time off to take care of themselves and their children.

The problem with paid sick leave, is its problematic especially in the service industry, because if you cant cover your shift, SOMEONE has to, and while i agree it shouldnt be a big deal if youre sick, because you shouldnt spread disease you should stay home, If i cant cover my shift, it makes it harder for my boss to do her job because now she has to scramble and get someone to work when they werent supposed to. This puts people over hours in minimum wage or "part time" jobs, and stresses out an already fragile system. Not to mention, in jobs like where i work currently (a movie store) where the profit margin is already so minimal that any overpaying of our staff is looked down upon by higher management, having to then pay people for NOT working is like doubling how many hours are worked each week while only getting half the work done. I dont think paid sick leave should be a thing, at least for large parts of the service industry, though i think it shouldnt be a big deal for people to call in sick. Its just a strain on an already fragile economy. I just wish it wasnt so widely abused like it is currently, especially on mondays as it were.

Our country is spiraling into debt, every year it grows, if we all of a sudden required the entire country to have paid sick leave, we would have to reduce the minimum wage because 25% of the country would be sick and NOT WORKING. I know it would stress my employer to have to hire more people in a high turnover job, i know that theres no feasible way to have paid sick leave, because our store barely makes a profit. If my boss all of a sudden was required to pay for essentially 1.25 or 1.5x as many hours, we would go into the red, we can barely cover just what the company says we need in terms of man hours, and thats with her coming in in her free time and getting stuff done with the help of her family as free labor. Im saying the country could not currently sustain it, we cannot introduce such large changes into the economy overnight like that. I was having a similar argument with someone about oil earlier actually, they claimed that we could and should completely shut down all oil production and use, only on the basis that "alternatives would have to be used, oil is ruining our planet, we are all going to die!" And of course i agree, we are permanently damaging our planet, but the entire economy would crash overnight because oil is necessary for power, for fuel, both for cars and planes, no one would be able to go anywhere, and we would lose a massive amount of jobs. If we shut down oil all at once its possible a large chunk of the world would be affected, as everything not run off the hoover dam would lose power and the internet would crash, everything centered in america would lose communications, no one could travel, because not even boats nowadays run on anything but gas or diesel. We would be thrown three hundred years into the past, and similarly, we cant all of a sudden multiply the drain on the economy, when the service industry is already underpaid. Youre right, we COULD but we SHOULDNT.

These studies don't seem to have done a great job controlling for income and other such effects. The funny thing about paid sick leave, is that employers would have to cut employees pay, so it's basically just taking the choice out of the hand of the employee and putting it in control of the government. If it were actually worth the health benefit in terms of finical cost, insurance companies would financially incentives companies to offer paid sick leave...

I thought about pulling up the cited Health Affairs study (1:53) to provide a counter point, but I feel like you should do that instead and I'll spend my time on something more productive than an internet argument.

Not to mention some paid sick leave ordinances are paid for through payroll taxes levied specifically on workers. It's a small amount between .5 percent and 1 percent in the cases I've seen. I personally wouldn't mind a small increase in taxes if I knew I was being used to pay for sick leave for everyone.

There is a flip side.. people can be very dishonest and take paid sick leave when they are not sick.. Im from NZ and the famous sickey is killing the economy, the cost of less productivity, costs to businesses and to the consumer is massive.. you need a balanced argument buddy
@philheaton1619

All this is obvious. The problem with this is that somebody has to pay for this. This is especially a problem with small businesses with few employees. If government finds that this is such a large health benefit, they should pay those small businesses to allow them to have it. The states get up in arms about unfunded mandates, why shouldn't businesses?
@ruedelta
@ruedelta 7 лет назад
What if government both mandated businesses to offer paid sick leave *and* then compelled insurers to lower their costs to businesses by either legislation to control costs or a public option that is more price competitive?
@philheaton1619
@philheaton1619 7 лет назад
Rufei That might work. Too bad we're talking about America where those options aren't on the table. In fact, anything you do to change the health care system in this country turns out to be more expensive. Discouraging isn't it.

Phil Heaton Sure, but people once said that it was going to be near impossible to close the distance between the two shores, yet we've managed to do that in just about every era of US history. There's hope to be had somewhere.
@FridgeEating

In Germany there is mandatory insurance for small businesses that distributes the cost of paid leave among the insured businesses. That does not take away the cost, but it helps with the risk.
@philheaton1619
@philheaton1619 7 лет назад
FridgeEating That sounds like a good idea too. Again, America would probably not adopt it because of the mandatory part. Certainly not when the Republicans are in control.

i understand the concern, but offering more than like a week of paid sick leave to someone who makes 30000 dollars in a year doesn't make any financial sense. i get 88 hours paid vacation/sick time in a year and i feel like that's plenty. maybe because i don't get sick and don't have dependents. but yes, we all know being poor is hard.
@Eris-_
@Eris-_ 7 лет назад
Tyler Garrett Well, your first problem is you seem to think 30k is an acceptable wage here. Second, other countries tend to get four to six weeks paid time off. Our cheese stands mostly alone--and it stinks.
@Tyleron1
@Tyleron1 7 лет назад
i think we're on the same page here. but people can't expect 50k from an entry level job. either be smart about your career or get an education. and i agree more paid leave is better, but unfortunately America the great isn't #1 in every category. i'm leaving as soon as i can. done swearing myself to one country that can elect trump as its president.

@carlgharis7948
@carlgharis7948 Год назад
Evidently the government needs to intervene. Why because we need mandated paid sick leave laws. This debate is comparable to saying do we need laws against having sex with a 5 year old??? Um... duah.. Just because some fucked up people seem to think such disturbing behavior is okay as I hope we can agree ITS NOT.. we have laws against it for good reasons. And we as a society DON'T entertain such behavior nor the few disgusting people who try to get society to believe it's actually normal. We need to take the same mindset of not having paid sick leave. It's something we as a society need NOT put up with
@williamrutherford553

It's obvious that paid sick leave has medical benefits, that's the point. The point you gloss over is the economic cost. Obviously it's easier to give higher paid employees sick leave, because they can take the pay cut. But if you're making mimumum wage, there's no way for your employer to afforably give you access to paid sick leave.
@Roll587
@Roll587 7 лет назад
William Rutherford I don't understand this. Wouldn't it be cheaper to give the lowest paid workers paid leave? And why is the economic cost more important than the medical benefit?
@P1taJ
@P1taJ 7 лет назад
Because the medical benefit, aka the savings of not treating people who get sick because of sick workers, may not outweigh the economic costs of paid sick leave.
@williamrutherford553
@williamrutherford553 7 лет назад
And as they said in the video, you need to offset paid sick leave by lowering employee wages. You can't do that if they make minimum wage.
@P1taJ
@P1taJ 7 лет назад
Here's the thing: most companies will have paid sick leave if the benefits outweigh the costs. If you implement mandatory paid sick leave you're only going to increase the rate at which low skilled workers are replaced by automation, and thus make the mandate irrelevant.
