There's absolutely no reason why you can't mix oils together.

I am assuming that you mean oils for your scalp? You are better off with the coating oils or those that are similar to sebum that your scalp naturally produces like jojoba oil.

You could but I don't know how helpful that would be. I have a feeling that penetrating oils would work best used separately from coating oils.
