Regarding the token with mana cost from Bloomburrow - my theory is that there will be cards that can make copies of themselves (like "reproducing"), and since token copies of nontoken cards have their mana cost, they might put the mana cost on the token. Obviously highly speculative but it's the main sensible explanation I can think of.

I wouldn't say Tower Winder is a "staple" I'd describe it more of a "pet card" because while it is good it isn't needed in Green as Green ramps fine without it & you'd only play it because you like it not because you need it. Maybe I'd play it in 3+ colour decks where you need Command Tower to help fix your Mana, but outside of that its not really needed.

As far as I can tell every box with a raised foil also has a textured. So it's not quite as impressive as it seems but still less than 1% of packs have Raised foils
