The Tierlist is for 10 Player Instanced Content (Raids/Strikes) and not for competitive Raiding.
On our Way to the Final Tierlist I decided to talk about Healing, DMG Mitigation, Boon Support/Accessibilty and Utility in Detail first. Covering in all the Details, which Builds are good in what Category and for what Reason.
