The ingredients were likely from Arab and Portuguese merchants during the 16th century as some of those ingredients didn’t originate in that area of Africa then. But the concoction itself is a Senegalese creation.

Lol Even Nigerian/Ghana Jollof is now almost a completely different rice dish from Senegambian jollof. What you might be thinking of is the Paella dish from Spain. I think it more likely that the "Paella" concept was transported by West African moors to Spain and separately to Louisiana in the Americas by enslaved black West Africans where it would become Jambalaya. It is not disputed that Paella was introduced to Spain by the Moors/Arabs, however, DIRECT parallel cooking styles to the Paella are ONLY found in places with a clear West African heritage (i.e., Senegal and Louisiana). There is no rice as similar to this method in Arabia and not even in North Africa! So it had to have been conveyed by black moors that interacted with the Wolof. At some point a long time ago, Senegambian jollof would also have spread east on the Sahel to Nigeria, Ghana etc. via muslims traveling along the edges of the Sahara.
