If she was seizing they did the wrong thing to do during an epileptic seizure. Holding someone down during a seizure can cause more harm than good like breaking bones or tearing muscles
They were doing a syringe addition via an IV line. They need to limit movement so the needle wouldn't make a hole allowing air entrainment into the vein.
