In all honesty I would go for something that can run off of AA batteries if power were to go out. If power is never restored, rechargable radios eventually will become useless unless you can carry around a sizable solar kit with you everywhere.
Newer radios are actually going with usb-c rechargeable option. Although having AA batteries banks, how would you recharge those batteries? Similar to what you mentioned, a way to recharge them. You seem to know your radios so I was wondering where you would recommend buying a Motorola Astro Saber III FPP. I know Ebay has them but I would rather a more trustworthy place to buy a legit radio that will work well, numbers that match, and is in fairly good cosmetic condition. The NYPD has gone encrypted so buying a $1,000 XTS 5000 just isn't worth it anymore.
I could be wrong but I don't believe Astro Sabers came with FPP. I only say that because I searched for an XTS3000 with FPP and found it was a new feature with XTS5000 (and newer). eBay is definitely a hit or miss, but every so often, you may find a legit company selling on eBay. Depending on the band they are using, you could find a fairly cheap XTS5000/2500 for under $1000
