The M Torture Pec Dec Fly is essentially a decline fly with the bonus of back support and a great resistance profile, which may be better than the standing versions of these movements. Personally, I get enough of outer and lower chest with the hammer strength decline chest press if I set the seat to the bottom, so it feels like a redundant movement for me. But for competitors, obviously this movement is critical in order to replicate the 'most muscular' pose. Thank you for your insight into these machines! Especially that design flaw with the Panatta. I think a lot of companies are very careful about pre-stretch because they're afraid of someone getting injured and suing them. I saw this with a lot of Cybex Eagle pieces in the lat 2000s.

I have one from Bolt Fitness which they call a multi flight machine. Solid machine and very reasonably priced. It allows a full ROM, but the cam is circular so the resistance is even.
