How big is his neck? I'm a 52 year old Mr nobody potato 🥔 and mines 21" pumped, completely natty. The neck is one of the most easily responsive muscles to train. Anyone can get at least a 19" neck with a bit of training.

Genetics play a role but the above is what gets the results the steroids just pushing those results further to an extreme. If it was so easy why don’t all guys on roids look this big? Yes because it isn’t the roids driving all the results you see. If it was that easy you’d see far more people this size and it would be “normal”
